238 AC EMU rakes form the core of a new manufacturing plan by the Ministry of Railways.
Union Minister for Railways Ashwini Vaishnaw has informed that the Ministry has prioritised the manufacturing of 238 AC EMU rakes. These rakes will be built through the Ministry’s own Production Units. The decision focuses on 238 AC EMU rakes so that rolling stock is ready when new infrastructure opens. The Ministry of Railways confirmed the plan. It links the supply of 238 AC EMU rakes directly to the Mumbai Urban Transport Project, known as MUTP.
The step ensures timely availability of rolling stock. This matches the commissioning of infrastructure under the Mumbai Urban Transport Project. Without these 238 AC EMU rakes, the new lines and facilities could face delays in full use. The Ministry has made the production of 238 AC EMU rakes a priority. This keeps the supply in line with project progress.
An indicative production programme divides the 238 AC EMU rakes among three factories. Integral Coach Factory will make 120 AC EMU rakes.
Rail Coach Factory will make 71 AC EMU rakes.
Modern Coach Factory will make 47 AC EMU rakes. Together these units will complete the full order of 238 AC EMU rakes. Each factory follows the same quality and design standards set by the Ministry.

The Ministry of Railways said the supply is planned to commence from 2027. The entire sanctioned quantity of 238 AC EMU rakes is scheduled for completion by 2030. This four-year window allows steady production. It also gives time for testing and induction into service as MUTP infrastructure becomes ready.
People in the Mumbai region can expect the new 238 AC EMU rakes to support expanded rail services once the related infrastructure is commissioned. The planned arrival of these rakes from 2027 onward aims to keep train availability matched to the project’s progress. The Ministry will continue to monitor production so that the 238 AC EMU rakes reach the network on schedule.
